Preheat the oven to 200°C (400°F).
Rice the cauliflower by pulsing florets in a food processor until fine and rice-like.
Steam or microwave the cauliflower rice for 3-4 minutes, then let it cool slightly.
Place the cauliflower rice in a clean kitchen towel or cheesecloth and squeeze out as much moisture as possible.
In a mixing bowl, combine the cauliflower rice, Parmesan cheese, shredded mozzarella, egg, garlic powder, onion powder, oregano, salt, and black pepper.
Transfer the mixture onto a parchment-lined baking sheet and shape it into a pizza crust.
Bake for 15-20 minutes until golden and crispy around the edges.
Remove from the oven and spread a thin layer of tomato sauce over the crust.
Sprinkle with mozzarella cheese and bake for another 5-7 minutes, or until the cheese is melted and bubbly.
Garnish with fresh basil before serving.
